Employers must provide training to all employees exposed to falling hazards before they are allowed to work at heights. Training must be provided in a language the employee understands and must cover recognition of fall hazards, procedures to minimize fall hazards, correct procedures for assembling, maintaining, and using fall protection equipment. Trainers must be qualified persons with knowledge of fall hazards and prevention methods. Training must address the specific fall hazards present at the job site and the equipment provided for protection. Employees must understand the proper use of different fall protection systems including guardrails, safety nets, warning line systems, and personal fall arrest systems. Retraining is required when the employer has reason to believe training is inadequate or when changes in the job site, equipment, or procedures occur. Retraining must address the specific deficiencies identified that make previous training inadequate. Documentation of training must be maintained with the employee's name, trainer name, date of training, and subject matter covered. Video training or online courses can supplement but not replace hands-on instruction. Competent persons must be trained on inspection procedures for fall protection equipment and on hazard identification. Rescue procedures and equipment must be explained so employees understand what happens if a fall occurs. Older employees must be trained just as thoroughly as new hires. Annual refresher training is recommended to maintain knowledge and skills.
