Phoenix Sec 5601-08 requires cool roofs SRI 75+ on new commercial; shade trees per landscape ord.

Phoenix City Code Section 5601-5608 (Cool Roof Ordinance, adopted 2021) requires Solar Reflectance Index 75+ for new commercial roofs and 25+ for new residential. Drives down urban heat island intensification. Companion landscape ordinance (Phoenix Zoning Ord §1304) requires 50% shade canopy in parking lots within 15 years of occupancy. Reflectance values verified by CRRC product listing at permit submittal. Mesa, Scottsdale, Glendale have similar (but less stringent) ordinances. NV cities have no comparable mandate as of 2025.
