EN 1990 Eurocode 0: the foundation for all Eurocodes. Design working life: 50 years (buildings), 100 years (bridges, monumental). Limit states: ULS (ultimate — structural failure) and SLS (serviceability — deflection, cracking, vibration). Reliability: target reliability index beta = 3.8 for 50-year reference (CC2 medium consequence). Load combinations: fundamental ULS = 1.35*Gk + 1.5*Qk (dominant) + 1.5*psi_0*Qk (others). Psi factors for combination (psi_0), frequent (psi_1), quasi-permanent (psi_2). SLS combination: Gk + Qk + psi_0*Qk. National Annexes define country-specific parameters. 28 EU member states + UK/Norway/Switzerland adopt Eurocodes with National Annexes.

Maximum travel distance from any point in a building to an exit shall not exceed 200 feet unsprinklered or 250 feet sprinklered for most occupancies. Specific occupancies have modified limits.
