IBC Section 1016 — Means of Egress and Exit Discharge

Updated Apr 3, 2026
Establishes requirements for exit discharge areas and outdoor portions of the egress system.

Section 1016 specifies that the exit discharge must provide a continuous and unobstructed passage from the building exit to the public way (street, plaza, or other accessible outdoor area). Exit discharge areas must be maintained free of obstacles including parked vehicles, merchandise, or landscaping. Width of exit discharge paths must be adequate for the occupant load, calculated using the same capacity factors as interior egress. Ground surfaces must be firm and stable with drainage preventing water accumulation. Where exit discharge is blocked by building projections or other structures, a continuous path around the obstruction must be provided. Exterior exit stairways must have adequate illumination and handrails. At multi-story buildings, exit discharge stairs lead to grade where ground-level exits then direct occupants to the public way.
