IBC Section 3001 — General Elevator Requirements

Updated Apr 3, 2026
Establishes design, capacity, and safety requirements for passenger and freight elevators.

Section 3001 addresses elevator design and installation. Elevators in buildings with multiple floors above or below grade must serve all floors. Elevator capacity is typically 10-15 passengers or 2,500-3,500 pounds. Freight elevators serving loading docks are larger with capacities up to 10,000 pounds. Elevator speed typically ranges 100-500 feet per minute depending on building height. Elevator machines can be located in machine rooms above the hoistway or in basement locations if the machine is sized appropriately. Hoistways must be enclosed with fire-resistance ratings depending on building type. Elevator doors must open and close safely without trapping occupants. Emergency operation permits elevators to descend to the nearest floor and open doors during power failures. Mechanical room ventilation, lighting, and access are required.
