Performance-based alternative permitting trade-offs in energy efficiency measures.

Section 5001 permits residential buildings to comply with energy code through performance-based analysis. Actual building energy is modeled and compared to a baseline building meeting prescriptive requirements. If actual energy use is lower than baseline, compliance is achieved. This permits builders to trade off superior insulation for more efficient HVAC, or vice versa.
