Framing cannot begin until foundation inspection passes. Concrete must achieve minimum 75% design strength before loading. Foundation inspection is a hard hold point in every jurisdiction.

The foundation-to-framing transition is the most critical hold point in residential and light commercial construction. Sequence: (1) Excavate and prepare subgrade, (2) Install formwork, (3) Place rebar per structural drawings, (4) Pre-pour inspection — inspector verifies rebar spacing, cover, and embedment, (5) Pour concrete, (6) Cure minimum 24 hours before stripping forms (temperature dependent — add time below 50°F), (7) Foundation inspection — inspector verifies dimensions, elevation, anchor bolt placement, (8) Backfill after waterproofing/dampproofing, (9) Begin framing. At 40°F cure time doubles. Below 32°F requires heated enclosures. Most jurisdictions require 3-5 business day notice for inspection scheduling.
